Leadership quality: building consistency

What makes consistency the ideal leadership quality? Everything you do over and over will become a habit, and habits are hard to break. As a leader, you want to be known for forming good habits [to treat people fairly, to encourage others, to be good at personality, to lead by example, to make high-quality decisions based on relevant facts, etc.].
